  The only way is to make a law which forbids spam. Then FBI or FSB or any other special force should work. A couple of public courts with verdict of "guilty" will force pioneers to stop their business....
How long will it take the huge damage awards arising from the 2003 "Can-Spam Act" to start reducing the activity of small scale spammers?
